Polaris Power Network learned that the China Construction Industry Association recently issued the "Notice on Carrying out the 2016-2017 Luban Award (National Quality Project) Review of the First Batch of Chinese Construction Projects". A total of 129 items were selected, including Henan Xinzhongyi. The details of 7 power projects including the "large and small" expansion project and Yangzhou North 500kV substation are as follows:

Construction industry associations (federations, construction industry associations) of all provinces, autonomous regions, and municipalities directly under the Central Government, related industry construction associations, PLA Engineering Construction Association, and related construction companies managed by the SASAC:

According to the "China Construction Project Luban Award (National High-quality Project) Selection Measures" (Jianxie [2013] No. 24) (hereinafter referred to as the "Methods") and "On the development of the first batch of China Construction Project Luban Award (National High-Quality Project) from 2016 to 2017 Engineering) Selection Work" (Jian Xie [2016] No. 11) requires that the I will conduct a preliminary review of the projects recommended by various regional construction industry associations (federations, construction industry associations), relevant industry construction associations and relevant units. There are 129 projects that meet the application requirements (see Annex 1 for the list), and these projects will be reviewed. The relevant matters are hereby notified as follows:

1. Review time

The review time is scheduled to start on August 24, 2016 and end in mid-September. The specific review time for each project shall be determined by the review team after contacting each recommending unit.

2. Review requirements

(1) The review work must strictly implement the "Measures" and the "Detailed Rules for the Review of China Construction Project Luban Award (National Quality Project) (Trial)" (Jianxie [2011] No. 19) (hereinafter referred to as the "Detailed Rules").

(2) Each recommending unit is responsible for organizing and cooperating with the on-site review of the Luban Prize, and urging the application unit to prepare for the review in accordance with the relevant requirements of the "Measures" and "Detailed Rules.

(3) If there are holidays during the review, please notify the relevant units in advance and make work arrangements.

Three, review discipline

In order to strictly enforce the discipline of the Luban Award review work and standardize the behavior of the staff participating in the review, all recommending, reporting units and relevant personnel are requested to strictly implement the "China Construction Project Luban Award (National High-quality Project) Evaluation Work Discipline Regulations" (Jian Xie [2014] No. 23 ) And China Construction Project Luban Award (National Quality Project) review and reception work requirements (see Annex 2).

Reception work requirements during the review of China Construction Project Luban Award (National Quality Project)

In order to thoroughly implement the eight central regulations and the requirements of the Ministry of Housing and Urban-Rural Development on clean government construction, and to further do a good job in the review of the China Construction Project Luban Award (National Quality Project) (hereinafter referred to as the Luban Award), the following requirements for the review reception work :

1. The recommended unit for applying for the Luban Prize project is the reception unit of the review team, and other units shall not participate in the reception work of the review team.

2. In order not to affect the normal work of the units and their supervisors, relevant leaders will not be arranged to speak or accompany them during the review period.

3. The review team and each reception unit must strictly implement the "China Construction Project Luban Award (National Quality Project) Selection Work Discipline Regulations", and it is strictly forbidden to welcome gifts, banquets, and accept gifts or souvenirs.

4. During the review period, the project site and meeting rooms used for work shall not post hanging banners, flowers, fruits and cigarettes.

5. The review team shall strictly follow the "Notice on Printing and Distributing the 2016-2017 First Batch of National Construction Project Luban Award (National Quality Project) Review Work Plan" (Jianxie [2016] No. 35).

6. Each reception unit must arrange a special person to assist in the liaison service work, and report the list of liaison personnel to the Quality and Safety Department of our association.
