Basic facts: In June this year, the Provincial Environmental Protection Department and Xinji City Environmental Protection Bureau conducted an on-site inspection of the Liansheng Wastewater Treatment Plant in Xinji City, the tannery area of the trial production camp, and found that the plant was suspected of setting up a concealed pipe.

Investigation and handling: Xinji City Environmental Protection Bureau filed a case for the suspected illegal act of setting up secret control of the factory and imposed a fine of 100,000 yuan (already in place), and submitted a request for suspension of production to the municipal government for rectification. The Xinji City Public Security Bureau filed an investigation on the person in charge of the enterprise, and the Xinji City Government held accountability to the person in charge of the grid. At present, the plant has completely stopped production, and the hidden pipe is being removed and rectification implemented in accordance with the requirements of the environmental assessment.

2. (Xinhe County) Exceeding the standard wastewater seepage pit was secretly discharged, and the electroplating plant was completely demolished

Basic case: In March this year, the Xinhe County Environmental Protection Bureau and the Xinhe County Public Security Bureau jointly inspected and discovered that Xing Xuening Electroplating Factory (belonging to the "fifteen small" banned by the state) privately constructed electroplating equipment for production, and the production wastewater was untreated Drain directly into the earth house in the factory area and seep naturally. 3. (Xinji City) Clandestine management evacuated and the head of the company was detained

Basic case: On May 18, the Xinji City Environmental Protection Bureau received reports from the public that about 200 meters west of the south end of Gongye Road in the city, there were traces of sewage being discharged in the canal on the south side of the Hengjing Line. After investigation, the hidden pipe was set up privately by Zhenwang Tannery in Xinji City, Tannery Industrial Zone, and the act was an illegal sewage discharge.

Investigation: Xinji City Environmental Protection Bureau ordered the company to stop environmental violations, and the person in charge of the illegal pollutant discharge company has been detained by Xinji City Public Security Bureau.

4. (Jingxian) Production waste liquid seepage well was secretly discharged, and the enterprise was filed and punished

Basic case: On May 25, the Jingxian Environmental Protection Bureau and relevant departments inspected the Youmei Jahwa Washing Products Factory on site and found that the production workshop wastewater of the factory was directly discharged into the seepage well in the factory area without treatment.

Investigation and punishment: The factory was ordered to immediately stop production, dismantle equipment, remove production materials, and restore the landform; the company filed a case for punishment, and the public security agency has detained its legal representative.

5. (Changli) "Small electroplating" seepage pit was discharged, and 5 persons directly responsible were arrested

Basic case: Changli County Jinhuayuan Wire Co., Ltd., without approval, built a "small electroplating" which is banned by the state. The cleaning solution in the galvanizing process was directly discharged into the pit on the north side of the galvanizing workshop without any treatment.

Investigation and handling: The company’s main production equipment was sealed, and the public security department administratively detained the five directly responsible persons involved in the case and filed an administrative lawsuit.

2 Illegal disposal of hazardous waste (4 cases)

6. (Anping County) Hutuohe dumping waste liquid, the Ministry of Public Security listed for supervision

Basic facts: In the early morning of March 26, the masses reported that a tanker in the south of Lihe Village, Dahezhuang Township, Anping County was dumping unknown liquid into Hutuo River. After investigation, this is an organized criminal group, and it is estimated that 8,000 tons of waste liquid have been discharged into the Hutuo River.

Investigation and handling: After filing and investigation, 3 suspects have been arrested and 2 tankers involved have been detained. The case has been listed for supervision by the Ministry of Public Security and the Provincial Public Security Department.

7. (Shenze County) Illegal dumping of hazardous waste caused a coma

Basic case: On March 29, the on-site inspection by the Environmental Protection Bureau of Shenze County and the Public Security Bureau found that Wang Zhuanghu and others in Shenze County were pulling waste acid from the pickling plant in Shengfang Town, Bazhou City, Langfang through middlemen such as Liu Xulei of Jinzhou City. Dumped into Hutuo River; Leiting and others in Shenze County illegally bought and sold hazardous waste from Pang Village, Jinzhou City, and dumped them into the sewage pipe network of Shenze County, causing a coma.

Investigation and handling: After filing and investigation, 3 suspects have been arrested, two self-made tankers have been seized, and more than 40 tons of waste acid have been seized. At present, three criminal suspects have been arrested and the judicial department is continuing to investigate.

8. (Hengshui Development Zone) The company was fined 120,000 yuan for its irregular disposal of hazardous waste

Basic case: On May 28, the Hengshui Municipal Environmental Protection Bureau Development Zone Bureau investigated Henglin Biotechnology Co., Ltd. and found that the company’s hazardous waste storage rooms, storage containers, etc. did not have hazardous waste identification signs; unauthorized storage of hazardous waste; Report the accurate quantity and transfer of hazardous waste to the environmental protection department in accordance with regulations.

Investigation and punishment: The company was issued a decision to correct the illegal conduct and imposed a fine of 120,000 yuan. The case has been transferred to the Public Security Branch of the Development Zone, and relevant personnel have been controlled. At present, the hazardous wastes illegally stored by the enterprise have been handed over to a qualified unit for disposal according to law.

9. (Linxi County) Poisonous and harmful wastewater was dumped and the suspect was arrested

Basic case: In February this year, Liu, a native of Guanxian County, Shandong Province, transported 18 tons of production wastewater to Nanxiaohe, Xiaotun Village, Hexi Town, Linxi County for illegal dumping. The residual water samples were monitored by the Linxi County Environmental Monitoring Station. The total zinc concentration was 1043mg/L and the total chromium content was 24.4mg/L, which seriously exceeded the standard. It was determined to be toxic and hazardous waste water containing heavy metals and suspected of environmental crime.

Investigation: Linxi County Public Security Bureau has captured Liu, and Linxi County Procuratorate has filed a public prosecution.

3 Pollution prevention facilities are not operating normally, and pollutants are discharged beyond the standard (4 cases)

10. (Haigang District of Qin City) Sewage exceeded the discharge standard, and the company was fined daily

12. (Nangong City) Unlicensed pollutant discharge, business suspension

Basic case: Since 2016, the Nangong Environmental Protection Bureau has conducted multiple on-site inspections of Longteng Coal Chemical Co., Ltd. and found that the company discharges pollution without a license, the coking exhaust gas from the top of the No. 2 coke oven is discharged unorganized, and the exhaust gas from the coke oven chimney exceeds the standard.

Investigation and handling: At present, the company is implementing suspension of production.

13. (Hejian City) Long-term over-discharge of boilers, start the second consecutive punishment on a daily basis

Basic case: In January this year, law enforcement officers of the Environmental Protection Bureau of Hejian City found during a routine inspection that the boiler flue gas of Zhenghe Heating Power Co., Ltd. was black and was suspected of exceeding emission standards.

Investigation and punishment: Hejian City Environmental Protection Bureau ordered the company to immediately stop excessive emissions and imposed a fine of 100,000 yuan. In response to the problem of long-term excessive emissions, the company imposed continuous daily penalties, totaling 600,000 yuan, and initiated the second continuous daily penalties procedure. 4 Unlicensed sewage discharge, construction before approval, illegal production (2 cases)

14. (Zhuolu County) The company was administratively punished for the first construction without approval

Basic case: The Zhuolu County Environmental Protection Bureau conducted an on-site inspection of the Huyu Gold Mine (the actual operating unit of Zhuolu County Jindi Mineral Products Trading Co., Ltd.) and found that the company had started construction without the approval of the environmental impact assessment. Basic case: In February, an on-site investigation by the Provincial Environmental Protection Department and the Langfang Environmental Protection Bureau found that Fan Yuhua Powder Stone Field, Liu Baowang Powder Stone Field and Song Zhigang Powder Stone Field had not gone through relevant procedures such as business license and environmental protection approval and were illegal enterprises.

Investigation and handling: Cixian organized an investigation of all illegal white ash kilns in use and out of service in the county, and completely demolished them. As of March 19, Ci County had banned all 103 illegal white ash kilns, and at the same time, held accountability for those responsible for grid management.

19. (Sanhe City) Illegal and illegal mining of stone materials factories will be banned
